If you want to add 9% to the unemployment rate that's fine, but then you
have to add 9% when the unemployment rate was 4%. What point are you trying

Just as the unemployment rate was much lower during the Bush
administration so was the "under-employment rate"

The highest peak of total underemployment during Bush was just over
14% which started rising not long after the democrats took both house
and senate. Under Obama it has yet to go back down to that level.
